While this decentralized approach aimed to balance civil liberties and public health, it may have undermined prevention efforts.
Socioeconomic factors like income, education, and employment status strongly influence health outcomes (Centers for Disease Control and Prevention [CDC], 2023). However, Texas’ initial COVID-19 response showed limited consideration for social determinants.
