Water Quality Improvement Action Plan for a Refugee Camp

Assessment 4 Instructions: Water Quality Improvement
Action Plan
Write a 5-7 page action plan for a quality improvement initiative, using the Centers for Disease Control’s
WASH program as the basis for the plan to improve water quality and sanitation for a refugee camp.
Introduction Introduction
Note: The assessments in this course build upon each other, so you are strongly encouraged to complete
them in sequence.
Action plans are used across all types of organizations as a means to provide an organized structure and a
series of steps to ensure the success of a strategy or initiative.
Historically, the roles of public health (PH) and health administration (HA) have for the most part operated in
separate silos, with public health focused on keeping people healthy (vaccines, lifestyles, safe living
conditions, et cetera) and health administration focused on treating illnesses. As the health care system
evolves, influenced by changing consumer expectations, shifting reimbursement plans, and the increasing
use of technology, the term population health has emerged as the intersection between the two. The
interprofessional collaborations within population health will expand over time as PH administrators and HA
clinicians work side-by-side with focused efforts to prevent and treat illness efficiently and effectively for the
populations they serve.
As you prepare to complete this assessment, you may want to think about other related issues to deepen
your understanding or broaden your viewpoint. You are encouraged to consider the questions below and
discuss them with a fellow learner, a work associate, an interested friend, or a member of your professional
community. Note that these questions are for your own development and exploration and do not need to
be completed or submitted as part of your assessment.

Read about the CDC’s Global Water, Sanitation, and Hygiene (WASH) Program and related pertinent
information linked in the Resources for this assessment. Search the Internet for examples of action plans.
Your task for this assessment is to use the WASH Program as the basis for determining the costs and
benefits associated with establishing the program in a refugee camp. You will also research and propose
ways to measure the benefits of program performance.
Assume the role in the scenario:
Scenario: You are a health administration consultant hired by a government ministry to develop a
quality improvement action plan to improve water quality and sanitation for a refugee camp with a
current population of 5,000. The current water and sanitation are not up to standards. Public health
services are overwhelmed with medical issues. You must persuade local public health officials to
undertake your quality improvement plan as their number one priority.
Instructions Instructions

Title: Water Quality Improvement Action Plan for a Refugee Camp

Executive Summary:
The Water Quality Improvement Action Plan aims to address the inadequate water quality and sanitation conditions in a refugee camp with a population of 5,000. This plan utilizes the Centers for Disease Control’s (CDC) Global Water, Sanitation, and Hygiene (WASH) program as a framework to improve water quality and sanitation standards. By implementing this plan, we can enhance population health and ensure the well-being of the camp’s residents.

Population Health:
The WASH program aligns with global water and sanitation standards, focusing on providing safe water, proper sanitation facilities, and promoting hygiene practices. By adhering to these standards, we can prevent waterborne diseases, reduce morbidity and mortality rates, and enhance overall population health.

Scope:
To meet the standards for a population of 5,000, the following critical steps must be implemented immediately:

Conduct a comprehensive assessment of the current water sources, sanitation facilities, and hygiene practices in the camp.
Develop a detailed plan to address immediate risks, including repairs or upgrades to water infrastructure, waste management systems, and handwashing stations.
Establish protocols for water quality testing, routine maintenance, and repair of facilities.
Provide education and training to camp residents on proper hygiene practices, including handwashing, safe food handling, and waste disposal.
In the long term, the following initiatives need to be taken to ensure the health of the population:

Develop sustainable water sources, such as wells or water purification systems.
Implement improved sanitation facilities, including latrines and sewage systems.
Promote behavior change through health education campaigns, community engagement, and the establishment of hygiene promotion committees.
Strengthen the capacity of local public health services to monitor and respond to waterborne diseases effectively.
Costs:
Assessing the scope of costs associated with the WASH quality improvement action plan is crucial for successful implementation. The costs can be categorized as follows:

Emergency cost factors:

Immediate repairs and upgrades to existing water and sanitation infrastructure.
Emergency procurement of water treatment supplies and equipment.
Recruitment and training of additional healthcare and sanitation personnel to manage the immediate crisis.
Long-term cost factors:

Construction and maintenance of sustainable water sources, sanitation facilities, and hygiene promotion infrastructure.
Training and capacity building of local staff for ongoing monitoring and maintenance.
Continuous supply of necessary equipment, such as water testing kits and hygiene supplies.
Development and implementation of health education campaigns.
Funding:
To support this quality improvement project, various funding sources can be considered:

Emergency measures funding:

Government emergency relief funds designated for humanitarian crises.
Donations from international non-governmental organizations (NGOs) specializing in emergency response and refugee support.
Long-term support funding:

Collaboration with international NGOs focusing on water and sanitation initiatives.
Public-private partnerships with companies in the water industry.
Grants from international funding agencies supporting public health and infrastructure development projects.
Engaging with local businesses and community leaders for sponsorship and fundraising initiatives.
Performance Measures:
To assess the quality performance initiative, the following performance measures are proposed:

Qualitative assessment:
Conduct regular surveys and focus groups to gather feedback from camp residents regarding their perception of water quality, sanitation facilities, and hygiene practices. This approach provides valuable insights into behavior change and community engagement, enabling continuous improvement of the program.

Quantitative assessment:
Develop a water quality monitoring system that includes regular testing of water samples for microbial and chemical contaminants. This approach enables the collection of quantitative data on the effectiveness of water treatment methods, ensuring compliance with water quality standards.

Summary Call to Action:
Maintaining the status quo in the refugee camp’s water and sanitation conditions has significant human and economic costs.
