“Counterterrorism as it is known, refers to proactive policies that specifically seek to eliminate terrorist environments and groups.
Counterterrorism, as it is known, refers to policies and measures taken by governments, law enforcement agencies, and other organizations to prevent, deter, and respond to terrorist activities. These efforts can include a variety of measures, such as intelligence gathering, surveillance, law enforcement operations, military action, and diplomatic efforts. Counterterrorism efforts often focus on proactively identifying and disrupting terrorist groups and networks, as well as eliminating the conditions that may enable or support terrorism, such as poverty, political instability, and conflicts.

There are various approaches to counterterrorism, including hard and soft measures. Hard measures refer to more aggressive and coercive tactics, such as military action or targeted killings, while soft measures focus on non-violent approaches, such as education and prevention programs, or diplomatic efforts to address the root causes of terrorism.

Effective counterterrorism efforts require a multi-faceted approach that takes into account the complex and dynamic nature of terrorism. This can involve working with local communities and stakeholders, as well as international partners, in order to identify and address the underlying drivers of terrorism and to disrupt and dismantle terrorist networks. It is also important to balance the need for security with the protection of human rights and the rule of law. There is a consensus among police makers that several basic counterterrorist options and suboptions are available” (Martin, 2017, p. 196).
