Case management in the criminal justice system is designed to coordinate the system that links the offender with accurate reports, information supervisors, and track progress. Case management in this system acts as a supervising agency that monitors conditions of the ongoing context through cultivated relationships with the client. The system enables the offender in the transition to continue receiving the provision of treatment that aligns with their needs. Criminal justice case managers supervise the offenders in the system. However, supervision does not end after the criminal offenders are released from prison. Criminal offenders are provided with supervision to prevent them from committing new crimes. Case managers within the community supervise released offenders to enable them to find employment and access to other needs such as substance abuse treatment and housing. Community corrections case managers combine social work and criminal justice knowledge to Help the offenders (Shelton et al.2009).
Correctional case managers work in correctional facilities and parole offices. The roles are delegated depending on the various settings. Correctional setting case management systems are in the county jails and state prisons. The setting caters for re-offending risks, mental health individuals, substance abuse, and adjustment to prison life. The case manager in the correctional facilities counsels the inmates on areas that cater to their specific needs. The case management systems ensure the availability of services and treatments for the special needs offenders. Case management in the correctional setting is designed to rehabilitate the offenders. However, the setting often limits effective interventions.
A community case management setting involves probation and parole officers. The setting offers flexible and diverse roles, such as supervision. The setting is based in the community where the counselor can visit the offenders (Dvoskin and Steadman,2014). The setting ensures that the supervisors can easily be reached to prevent re-offending or probation violation. Also, the terms may require the offenders to visit the probation officers regularly. Other conditions may require the offender to maintain a job, complete education, refrain from drug abuse, or gang activity. In the community setting, the parole officers can provide job training, mental healthcare, or counseling hence increasing the offenders coping skills after their release.
The offenders with a physical and mental health problem are categorized as the special needs population. The individual needs population can get under looked by the society, thus ending up in the criminal justice supervision. Moreover, the case management in the criminal justice system may fail to cater to these individuals. Study shows that the mentally ill offenders often cycle through the social service and criminal justice system without adequate solutions to their problems. Research shows that mentally ill offenders are offered short term solutions to control their undesirable behavior. The system requires adjustments to enable comprehensive treatment for such individuals. The process needs to get altered for the various special needs populations (Shelton et al.2009). Research shows that after release, the offenders with mental illness are offered short term goals designed to control their undesirable behavior. Also, the medication provided to the individuals only takes precedence to rather proper treatment. Community providers often lack adequate training to deal with the unique needs of inmates. Lack of sufficient training causes the officials to negate appropriate care towards these individuals. Case management systems must add specialists and specialized treatment that can adequately help such individuals during the transition into the correctional facilities or in the community.
The potential clients in the case management at a correctional setting are an offender in general.Case management in prison begins when every offender gets into prison. The community setting serves the individuals beyond their release from prison. The case manager prepares an action plan for the individuals upon their arrival in prison. The management system is responsible for the coordination of programs and services that aligns with the client’s needs. The correction facilities assess inmates with anger and impulse control issues; mental health, substance abuse, and helps inmates adjust in prison. Both the systems cater to education and job training for the clients. Community case management systems are centered on the supervision of released offenders to prevent recidivism (Dvoskin and Steadman,2014). Also, the system provides treatment and counseling, therefore, enabling the offender to deal with their situations as they get integrated back into society.
Case management in the criminal justice system requires the proper application of ethics and confidentiality. Ethics is the balance in the relationship between the criminal client and policies at hand. Offenders are required to share private information hence the need for privacy. Some of the information given is critical and private. The officers involved must have a work ethic to prevent harmful results and contract breaches. The case management system is limited in the acts of disclosing the client’s information. According to the United State laws under the Case Management Society of America (CMSA), the case managers are required to maintain ethics with their client’s information. Also, confidentiality protects the client’s case from persecutors. However, the client is expected to trust the case manager (Healey,2011). Case managers are prohibited from releasing information to a third party.
Case management in the criminal justice system serves the individuals who are in the correctional setting or the community. The inmates may have other special needs that require special attention to help them adjust better in jail or after their release (Laflin,2013). However, the case management system differs for special needs inmates. Inmates with mental illness, substance addiction, HIV/AIDS, or impulse diseases require special attention as opposed to healthy inmates. Case management ensures that these individuals are connected with the resources that can improve their functioning and prevent recidivism. A case management agency prepare the reports on the offender’s histories and determines the services and supervisions that they require. Offenders that are getting in jail differ from the ones getting out. The two parties have different needs; thus, they are served differently. Individuals out of prison require supervision from the actions that can cause re-offending. Offenders in jail require support depending on their different needs that can Help them in adjusting in jail properly. Case management in the criminal justice system supports and supervises caseloads across multiple agencies and often serves various offenders.
