The four major problems that need to be addressed and covered under the international environmental law include climate change, toxic and hazardous substances, Ozone depletion, and pollution of water, land, and air.

International law is primarily developed from treaties, conventions, and international customs.
Explain the four primary principles of customary international environmental law.
The primary principles of customary international environmental laws include sustainable development, precautionary principle, common but differentiated principles, and intergenerational equity. The principle of sustainable development ensures development to meet current needs is made without compromising the needs of future generations (Kubasek and Silverman, 2013). The precautionary principle means that ecosystems are approached and handled in line with the management of natural resources. Intergenerational equity ensures that the use of the environment is done sustainably; such that, generations after generations will continue enjoying favorable environmental conditions. The common but differentiated principle ensures that individual countries are tasked with different capabilities and responsibilities in addressing a similar problem of climate change.

How does UNEP function?
UNEP develops environmental policies to individual countries with the intention of providing leadership and encouraging partnership in giving care to the environment and enabling nations and people to improve their lives without compromising that of future generations.
What are the purposes and provisions of the Montreal Protocol?
The purpose of the Montreal Protocol is to preserve and protect the ozone layer through provisions of eliminating the production of harmful substances responsible for ozone depletion.
Explain how international law is addressing the problem of pollution of the oceans and seas.
International law prevents and controls pollution in the seas and oceans through the enforcement of laws, policies, and conventions. For instance, the International Convention for Prevention of Pollution from ships of 1973 or the MARPOL Protocol of 1978 ensures that pollution in the seas and oceans is prevented and those involved in pollution are sufficiently punished (Kubasek and Silverman, 2013).
Why does international law tend to be ineffective?
The international law is ineffective due to the inability to enforce actions, sanctions, and policies in the most effective way for all the nations that are signatory to various international protocols, conventions, or the law.
