Your chief requests that you implement a school resource officer (SRO) program at your Houston high school and middle school in an effort to build better relationships with the young people in your community. Read this guide and put together an action plan for your chief on how to go about starting an SRO program tailored to your schools.
2. Your city is experiencing a challenging problem with street-level drug dealing just off the main thoroughfare. Word has spread that this is the place to make a quick score, and it is almost like a drive-through drug store. It is evident to law-abiding citizens that this is going on, and it even causes traffic backups. Citizens are outraged. The community in which it is happening has not been very helpful, as they are afraid to be seen cooperating with the police. You have tried short-term aggressive policing with limited success. Question 1: Police programs
Police departments in Houston have different programs for different people in society, such as the students and the senior population. The programs for the members of the public are developed and enforced with the view of helping them and achieving different social goals, and the success of the projects is evaluated from the social changes experienced.
Police departments have different programs directed towards the youths to address the challenges faced by young people in society. The community education programs that engage the youths and their parents guide the youths on being law-abiding (Aos and Drake, 2013). The program ensures that the youths are educated on lawful and unlawful actions in society. This program ensures that the youths are not engaged in breaking the law. Consequently, there is the prevalence of police and youths interactions programs that are directed towards ensuring that the youths and the police interact well. For instance, a Project scout/ good deed program ensures that positive interaction between the youths, police, and the community is maintained. The programs are successful for crime rates have consistently reduced among the youths, and they tend to maintain this tendency even after gaining the age of the majority.
Consequently, the Houston police department has different programs for senior citizens aimed at improving their lives. In this regard, there are education and training programs for senior citizens aimed at the prevention of crime (Aos and Drake, 2013). For instance, the senior citizens are given tips such as joining neighborhood watch, locking doors to prevent crimes. The senior citizens are vulnerable to abuses, and thus they need to be protected and enhanced to prevent such crimes. The programs are offered to prevent and protect the senior citizens from crime directed on them.

Law enforcement agencies in Houston have incorporated different volunteer opportunities in their programs and operations. In this regard, Houston police have the Houston Police Volunteer Initiatives Program (VIP) that invites members of the public to volunteer time in the police department (Doyle et al., 2016). The willingness of the people determines the relationship and loyalty existing between people and their police. The citizens are members of public volunteering in the police department engaged in different duties such as administrative, patrol, investigative, and community-specific duties. Equally important, there are benefits realized through the volunteering program in that quality of life and security in the neighborhood is achieved, the citizens become part of the security team in their community, and the relationship and interaction between the police and the members of the community increased thus achieving efficiency in the enforcement of the law.
Houston police department incorporates citizen police academy in its operations. The citizen police academy in Houston has the objectives of giving citizens sound and sufficient information on the criminal justice process to enable citizens to make decisions on issues of police departments and police activities (Doyle et al., 2016). The requirement of joining the Citizen police Academy include: having 18years and above, citizens of united states or must be living in the USA legally, must not have a criminal history, must not be involved in a pattern of abusing drugs, must not have been dismissed from the Armed forces, and must be law-abiding. The set requirements ensure that the potential candidates will honorably and effectively implement duties and obligations from the program.

Question 1: SRO program preparations before the start
Schools need to incorporate the school resource officer (SRO) programs in their operations to enhance law enforcement and improve relationships between the police officers and the students. The introduction of the SRO programs in situations in means to create a conducive environment for the students to learn and achieve their different goals (Finn, Peter, and Jack, 2005). Schools and institutions of learning experience challenge insecurity, indiscipline, or use and abuse of illegal drugs prevent them from meeting different goals and objectives. The development and start of the School resource programs need to be tailored to fit the needs and requirements of different schools and institutions.
The first step of starting an SRO program begins by meeting different parties to the school, such as teachers, parents, non-teaching staff, and students, to discuss the roles the program would pay. At this stage, one researches the issues affecting the students preventing them from achieving their goals and objective, and such issues can be addressed through the program. Additionally, the researcher will incorporate the recommendations and views given by relevant parties to the school, thus effectively realizing the needs.
The officer tasked with the implementation of the program uses the research, recommendation, and view of the stakeholders to draft a report on the details of the program and its contents, such as the specific areas of concentration. The reports and a draft program need to be presented to the school government representatives and the school for approval.
On the approval of the program, the SRO teams need to draw a budget to fund the different activities and operations to be incorporated under the program (Finn, Peter and Jack, 2005). The funding should cater to armed security personnel, counselors involved, school projects related to the program, training on mental health awareness staff, or the expansion of the school health mental services as well as equipment and tools required in the implementation of the project. Upon getting the relevant funding and personnel, the officers should go into the implementation of the program.
Question 2: Addressing the drug menace
The street-level drug is a menace that affects society by making different people to increasingly use and abuse illegal drugs. Members of the public have been in constant fear of reporting the drug operation in a different location. People fear for their lives, and they do not trust law enforcers; thus, they end up withholding information about the drug dealing taking place in society. There is a need to approach the issue with caution as well as inform the relevant individuals or parties in the interest of eliminating the drug problem in society.
The issue of the drug menace needs to be addressed through the Police department Narcotic Divisions. The Narcotics division deals with drug issues; thus, it has the relevant capacity and the connections to effectively handle drug issues both internally and externally. In this regard, one needs to approach the head of the Narcotic Divisions in the police department to discuss the street-level drug operations in the neighborhood (Smith, 2009). The communication would initiate research and investigations on the issue. The narcotic division sends undercover officers to unravel the drug operations and report back to the head of the division. The report is analyzed and shared among the relevant parties within the police department to enhance the making of decisions to address the drug issue. The decisions made are meant to arrests all the drug dealers and traffickers together with their contraband, subject them to the legal process. This approach cuts the drug supply in the community. Additionally, follow up activities can be adopted, such as conducting drug education and facilitating rehabilitation to ensure that members of the community are completely and effectively alleviated from the drug use and use ménage. These strategies are effective in ending drug supply and demand, thus ending drug dealing and trafficking in the community. Adopting the strategy reporting the drug issue to the narcotics division of the police department offers a holistic approach to the drug issue. The narcotic division is divided into various units that are adopted in handling drug cases at different levels. The street-level enforcement units deal with drug houses and dealers in the streets, mid and upper-level enforcement units targeting drug suppliers and distributors. The federal task force units that link with federal drug enforcement agencies such as ATF and DEA and interdiction squad that deals with drugs along different means of transports such as airports or bus stops. Therefore, narcotic divisions are structured to deal with the drug menace in all levels in the society, thus making it possible to eliminate any drug-related operations.
Question 3: Community policing and homeland security initiatives
Homeland security developed initiatives aimed at enhancing community policing in the year 2001. The initiatives can be effectively adopted in the conduct of community policing and enforcing community policies. In this regard, the intelligence and warning initiative is effective in the collection of evidence and research (Vaughn, 2010). The information and data collected are adopted to guide members of the society the actions and strategies to adopt in the interest of upholding security in the community. Consequently, the border and transportation security initiatives are effective in keeping vigilant of the persons and goods that gain access to the community. This approach is adopted in ensuring that criminals and contrabands do not get access to the community. Furthermore, domestic counterterrorism initiatives are vital in countering any activities related to terrorism. The counterterrorism measures ensure that the community and the members of the public are alert on issues that can be a threat to their lives and property. The cautiousness level increases among the members of the society, thus effectively enhancing community policing. Therefore, homeland security initiatives are a good fit for enhancing community policing operations.
Community policing philosophy can be incorporated in the enhancement of the homeland security efforts. The different community policing philosophy promotes organization strategies in enhancing the maintenance of law and order in the community. First, the partnership philosophy is vital in the operations of homeland security (Vaughn, 2010). Partnership philosophy enables Homeland security to cooperate and coordinate with law enforcement agencies in the sharing of information and intelligence, thus promoting their operation in meeting different security goals and objectives. Consequently, the organizational transformation philosophy enhances the alignment of the organizational structure, management information system, and structure with the community needs. In this regard, homeland security should be modified to operate in the interest of meeting the public needs such that problems can be handled proactively. Additionally, there is the problem-solving philosophy that entails taking proactive and systematic examination of security challenges, thus offering effective responses and solutions. Homeland security needs to adopt the problem-solving philosophy to ensure that issues are effectively evaluated, thus offering sustainable solutions.
