These regulations require significant investments in new technologies, alternative fuels, and operational changes. Failure to comply can result in fines, sanctions, or reputational damage .
– Geopolitical risks: The maritime industry is exposed to geopolitical tensions that can disrupt trade routes, affect cargo security, or escalate into armed conflicts. For example, the recent tensions in the Strait of Hormuz, the South China Sea, and the Black Sea have increased the risk of piracy, terrorism, or military confrontation .
– Human factors: The maritime industry relies on a large and diverse workforce that operates in challenging and demanding conditions. Human factors such as fatigue, stress, communication, training, and culture can affect the performance and safety of seafarers and shore staff. Human error is often cited as a major cause of maritime accidents .

To address these safety concerns, the maritime industry has adopted various measures such as:
