Two years earlier, the Lisbon Treaty was signed by the 27 member states in 2009 making the European Community into a Union. Ever since its implementation, it is clear that the hopes for enhanced cooperation damaged the EU in general. The reasons behind this impending failure is that united cooperation has drastically slowed down the EU rather than help it. When president Macron made his speech on the new initiative for Europe, he was intentionally supporting the idea for scrapping off the Lisbon Treaty. Almost a decade later, the functionality of the treaty was questionable since not all states were comfortable with the constraints in place when making progressive plans (Seikel, 2016). Hopefully, differentiated integration will allow for the EU to de-constitutionalize the idea of a single market and grant initiative to the European Council and Parliament. Adapting to flexible integration gives more hope to the EU as opposed to the Lisbon treaty whose functionality has already created a rift within the Union.
