Investment in this policy will play a significant role in strengthening the economy. By increasing the engagement of students, assisting them to apply core academic skills, and meeting the needs of the employer, the policy can go a long way in generating the knowledge and innovation that will ignite economic growth. Also, the policy will ensure the country’s future competitiveness in the global economy by honing skills in various subjects such as the sciences, which will lead to technological advancements that will greatly benefit the economy.
The lifecycle of the policy as described above has several stages. The first phase is discussion and debate. This is where issues that involve education are explored. Matters of concern are then identified, and proposals are made to address them. The second phase is political action. This is where effort is made to persuade policymakers to act on the proposal (Fischer & Miller, 2016). For instance, it is at this point where education representatives can approach political actors with the proposal and urge them to promote it. The third phase is referred to as legislative proposal. In this stage, political actors may influence Congress to develop a legislative response. Law and regulation is the fourth stage, and this is where a bill becomes law after Congress approves it and the president signs it. The last phase is compliance; educational institutions are now mandated to comply with the policy or else face legal risks.
The frameworks for the policy are as follows:
Social framework
The policy will provide descriptions on how schools will:
• work with parents to identify the career interests of students
• provide activities aimed at preparing students for high wage, high skill or high demand occupations that will lead to self-reliance; collaborations with various organizations will be necessary
Legal framework
The guidelines include:
• descriptions on eligibility criteria for schools to formulate programs to implement the policy
• the legal processes involved to initiate programs
The policy will give students the right to be exposed real-life working scenarios. This has several advantages. For instance, students will develop employability skills, and maintain a job in the future as well as develop problem-solving, research skills, and critical thinking skills while in school. The disadvantages include a rigorous schedule and there is the likelihood of students cheating when there is the pressure for them to pass.
Several schools have already implemented this policy through programs such as the career and technical education (CTE), Linked Learning, personalized learning, language immersion programs etc. The programs have assisted in keeping children in school, and increased the graduation rate (Scott, 2010). So as to increase the number of schools that will implement this policy through such programs, states can motivate school districts by developing or increasing grant programs, and offering additional funding for apprenticeships. For this policy to be more effective there is the need to link such programs to local business or industry; provide work opportunities or work experiences; and provide students with substantial outcomes like a college credit or industry credential. This way, there will be an employable workforce that will play a significant role in advancing the country’s economy.
